I like Manuel Antonio, thought it was a bit expensive, the beaches in the National Park are beautiful. Playa Naranjo is amazing if you can get to it (in Santa Rosa National Park, Guanacaste) and probably my favorite of all time.
But for a relaxed Caribbean feel, I think Puerto Viejo is awesome, if you don’t mind reggae and pot everywhere (and I don’t).
I agree that Jaco and San Juan del Sur are probably surf towns, and to that list I’ll add Santa Teresa and Mal Pais, which kinda bored me as I’m not a surfer. References : Lived in Costa Rica, traveled to Nicaragua.

Montelimar, Nicaragua and San Juan Del Sur, Nicaragua are popular beaches. Lots of tourist. Jiquilillo is one popular with surfers from overseas. References :
Roatan, Honduras or La Ceiba, Honduras. Crazy beach and very cheap.
